Instructions in Case of Warning on the EC Funding & Tenders Portal for Swiss Submission of Proposals

What can be done when the alert “The call requires at least three participants from...(...) Currently, you have 0” appears when handing in the project proposal in the European Commission’s Funding & Tenders Portal?

This warning appears because Switzerland’s association to Horizon Europe is not yet in force. It is only a warning and does not prevent the submission of the proposal. Swiss participants must despite the warning continue to apply as beneficiaries: For all calls for proposals from the 2025 programme year onwards, participants in Switzerland must prepare their project proposals as beneficiaries and thus apply for EU funding. The budget of the Swiss partner must be included in the total grant amount that the consortium is requesting from the EU. 

Applicants must ensure their eligibility criteria are met when submitting their proposal. To remain eligible under all circumstances (also if the association is not in place by the time of the grant agreement signature), the consortium must include at least three EU member states or associated countries not counting the Swiss participant. It is in the responsibility of the consortium to ensure that the project remains eligible also in this case.
